legislative guidance and influenced, if not threatened, by <br />legal obstacles. Nevertheless, regarding instream flow, I <br />have said publicly that "I am willing to listen." I have also <br />said publicly that conservation could be the key to maxi- <br />mizing the utilization of water in New Mexico. It may be of <br />interest to you to know we are near the end of a several- <br />year program for the development of regional water plans. <br />From them, we hope to prepare a state water plan. We are <br />also exploring innovative approaches to conservation.
