<br />The Uncompahgre Projects Office Building, built in 1905, is the oldest <br />Reclamation-built projects office and is on the National Register of Historic <br />Places. The UVWUA has occupied the building since 1932. The building has <br />structural and roof problems, fire safety violations, inadequate accessibility, <br />dangerous wiring and high utility bills. In 1991, the UVWUA requested <br />permission from Reclamation to tear down the building and build a new struc- <br />ture entirely at its cost. <br /> <br />The State Historic Preservation Officer and Advisory Council for Historic <br />Preservation consider the building a very important resource, and they <br />requested Reclamation to consider alternatives that would preserve the <br />structure. A 1994 draft Environmental Assessment considered alternatives <br />ranging from rehabilitation to replacement (demolition). <br /> <br />In December 1995, after studying all of the alternatives for many years, <br />Reclamation decided to demolish/dispose of the building and have the <br />UVWUA replace it at UVWUA's cost. Reclamation will begin development <br />of a Memorandum of Agreement and a mitigation plan that will include a <br />Historic American Building Survey and preservation of existing records and <br />photog raphs. <br /> <br />c. Dominquez Project (Whitewater) <br /> <br />Approximately 28,OOOacres of withdrawn Dominquez Project lands have <br />been recommended by Reclamation for termination through the Withdrawal <br />Review Report that was submitted to BLM on December 29, 1988. The <br />recommendation has not yet been processed by the BLM. <br /> <br />G . INVESTIGATIONS <br /> <br />The Upper Colorado Region General Investigations budget for fiscal year <br />1995 was about $3.4 million, with about 49 percent being directed within <br />the Upper Colorado River Basin. About half of the General Investigations <br />funds spent in the Basin were for salinity control activities including support <br />of the Colorado River Storage System model, monitoring for program verifica- <br />tion and evaluation, program coordination and other salinity control activities <br />described later in this report. <br /> <br />Other investigations include the Yampa River Water Supply Study and the <br />Grand Valley Project Water Conservation Study. Under funds appropriated <br />through a congressional write-in, Reclamation provided planning and technical <br />assistance to the City of Gallup, New Mexico, and the Navajo Nation on the <br />San Juan River Gallup/Navajo Water Supply Study.
