<br />The continuing program of library expansion has been maintained. <br />Emphasis is placed on the acquisition of information which illumines that <br />growing body of law known as the "law of the river." Since the Environmen- <br />tal Protection Agency and the Western Area Power Administration have <br />assumed an increasing importance in the water development field, documents <br />from those agencies are being monitored and acquired as a part of the <br />Commission's library. <br /> <br />3.
