• <br />NEPA COMPLIANCE GUIDANCE <br />POLICY FOR CONTROLLED PROPAGATION OF IMPERILED FISH SPECIES <br />WITHIN THE NATIONAL FISH HATCHERY SYSTEM <br />o Implementation of CCPs will involve (1) actions that can be categorically excluded` (i.e., collection <br />of individuals, production, research, stocking), as well as some actions that may require the <br />preparation of an environmental assessment (EA). <br />o The Regional Director should prepare an EA when: <br />-- there is controversv over the effects over the collection of individuals, disposition of excess <br />fish, or stocking; or <br />-- environmental risks or emulative impacts may be unknown or substantial to target, non- • <br />target species, or other biological or physical entities. <br />o If an EA is prepared, the Regional Director will ensure that the reporting requirements of this policy <br />and other environmental requirements will be incorporated in and combined with the EA. The EA <br />should be a complete document for decision purposes. As a general guide, the EA should address <br />the requirements and results of the: <br />-- production plan - address in proposed action and alternatives, <br />-- risk assessment - address in environmental consequences, <br />-- reintroduction assessment - address in environmental consequences, <br />-- disposition plan - address in proposed action and alternatives, <br />stocking plan - address in proposed action and alternatives, and <br />internal section 7 consultation - revise appropriate parts of EA <br />-- health report - append to EA <br />o The EA should be provided to the affected public for their review and comment. <br />o For compliance with NEPA, the Regional Director should consult 30 AM 2-3 (Service NEPA <br />procedures), 516 DM 1-6 (Departmental NEPA procedures), and 40 CFR 1500-1508 (Council on <br />Environmental Quality NEPA regulations). <br />o The Departmental Manual requires a Regional Environmental Coordinator (REC) in each Service <br />Regional Office. The REC should be contacted for technical assistance on NEPA matters. The • <br />Washington Office Environmental Coordinator, RECs, and National Education and Training Center <br />can also assist in providing NEPA training to Service personnel.
