•
NEPA COMPLIANCE GUIDANCE
POLICY FOR CONTROLLED PROPAGATION OF IMPERILED FISH SPECIES
WITHIN THE NATIONAL FISH HATCHERY SYSTEM
o Implementation of CCPs will involve (1) actions that can be categorically excluded` (i.e., collection
of individuals, production, research, stocking), as well as some actions that may require the
preparation of an environmental assessment (EA).
o The Regional Director should prepare an EA when:
-- there is controversv over the effects over the collection of individuals, disposition of excess
fish, or stocking; or
-- environmental risks or emulative impacts may be unknown or substantial to target, non- •
target species, or other biological or physical entities.
o If an EA is prepared, the Regional Director will ensure that the reporting requirements of this policy
and other environmental requirements will be incorporated in and combined with the EA. The EA
should be a complete document for decision purposes. As a general guide, the EA should address
the requirements and results of the:
-- production plan - address in proposed action and alternatives,
-- risk assessment - address in environmental consequences,
-- reintroduction assessment - address in environmental consequences,
-- disposition plan - address in proposed action and alternatives,
stocking plan - address in proposed action and alternatives, and
internal section 7 consultation - revise appropriate parts of EA
-- health report - append to EA
o The EA should be provided to the affected public for their review and comment.
o For compliance with NEPA, the Regional Director should consult 30 AM 2-3 (Service NEPA
procedures), 516 DM 1-6 (Departmental NEPA procedures), and 40 CFR 1500-1508 (Council on
Environmental Quality NEPA regulations).
o The Departmental Manual requires a Regional Environmental Coordinator (REC) in each Service
Regional Office. The REC should be contacted for technical assistance on NEPA matters. The •
Washington Office Environmental Coordinator, RECs, and National Education and Training Center
can also assist in providing NEPA training to Service personnel.
