Therefore, it is imperative that the Fisheries Resource Program <br />follow acceptable standard practices in all propagation efforts, particularly <br />when working with listed and candidate species. <br />The Service has initiated development of a "Draft Policy Regarding Controlled <br />Propagation of Species Listed Under the Endangered Species Act." It is <br />currently out for public review. The Fishery Program has developed a "Policy <br />for Captive Propagation of Imperiled Fish Species," which is still in draft <br />form and is being reviewed internally. The Fishery Policy sets forth a <br />planning process that will direct hatchery captive propagation programs on <br />listed, candidate, and species of concern. <br />Region 6 has assembled various guidelines (attached) related to the <br />implementation of a captive propagation program (i.e., fish health management, <br />propagation and broodstock development, introduction (stocking), monitoring, <br />and disposal). These guidelines are intended to provide minimum standards and <br />direction. <br />Hatchery project leaders must prepare a plan if they are currently engaged in <br />any type of captive program for a listed or candidate species, or if they plan <br />to begin such a program in the future. The plan should be prepared in concert <br />with Ecological Services field offices, recovery and/or restoration teams, <br />Ecosystem Teams, and the Ecosystem Assistant Regional Director and their <br />staffs. The final plan will comply with the National Environmental Policy Act <br />and the Endangered Species Act. <br />is
