IX. Feedback loop.
A. Analyze results of monitoring and validation.
B. Refine recommendations as a.result of the analyses.
C. Negotiate changes in flow management, protection, or water purchases
as appropriate.
DISCUSSION
Comprehensive application of the strategy will be influenced by time
constraints, availability of data, and other factors, although the strategy is
designed to satisfy both short and long-term needs for information necessary to
make resource management decisions. When flow or habitat recommendations are
requested before all necessary studies are completed, the recommendations will
be considered preliminary until better information is available. They will be
based on all available data, relationships, and professional judgement and, to
ensure species protection, will be conservative to provide a safety margin for
dealing with unknown factors. Flow recommendations will not be considered
final until they have been validated (i.e., relationships of species response
to streamflow and limiting factors have been tested). In river systems where
flows can be manipulated, species response to the new flow regime will be
monitored for comparison with predicted response. In uncontrolled systems,
clauses will be written into flow recommendations which provide for testing and
10
