IX. Feedback loop. <br />A. Analyze results of monitoring and validation. <br />B. Refine recommendations as a.result of the analyses. <br />C. Negotiate changes in flow management, protection, or water purchases <br />as appropriate. <br />DISCUSSION <br />Comprehensive application of the strategy will be influenced by time <br />constraints, availability of data, and other factors, although the strategy is <br />designed to satisfy both short and long-term needs for information necessary to <br />make resource management decisions. When flow or habitat recommendations are <br />requested before all necessary studies are completed, the recommendations will <br />be considered preliminary until better information is available. They will be <br />based on all available data, relationships, and professional judgement and, to <br />ensure species protection, will be conservative to provide a safety margin for <br />dealing with unknown factors. Flow recommendations will not be considered <br />final until they have been validated (i.e., relationships of species response <br />to streamflow and limiting factors have been tested). In river systems where <br />flows can be manipulated, species response to the new flow regime will be <br />monitored for comparison with predicted response. In uncontrolled systems, <br />clauses will be written into flow recommendations which provide for testing and <br />10
