PREFACE <br />This Recovery Plan was developed for the woundfin by the Woundfin <br />Recovery Team, an independent group of biologists operating under <br />the sponsorship of the U. S. Fish and Wildlife Service. <br />The basis of this plan is the belief that state and federal agencies <br />charged with land and species management within the historic range <br />of the woundfin are interested in its preservation and recovery. <br />Using this basis, the Team has made management recommendations <br />for the species and its- habitat that take into consideration the <br />biological needs of the species. <br />The overall objective of this plan is to prevent the extinction of <br />the woundfin, and then to secure its survival. Achievement of this <br />objective involves providing a secure habitat for the species in the <br />only stream in which it now exists (Virgin River) and establishing a <br />self-sustaining population in one other stream. When both of these <br />goals are reached, the Team recommends the species be downlisted to <br />Threatened status. When the Virgin River population is secure and two <br />additional self-sustaining populations are established in other streams, <br />the Team recommends the woundfin be de-listed. <br />It is hoped this plan will be utilized by all agencies presently <br />working with the woundfin to coordinate management activities. As the <br />plan is implemented, it should be understood that revisions will likely <br />be necessary.- Plan implementation is the task of the managing agencies <br />(especially Utah Division of Wildlife Resources, Arizona Game and Fish, <br />Nevada Fish and Game, U. S. Fish and Wildlife Service, U. S. Bureau of <br />Reclamation, and U. S. Bureau of Land Management), while revisions will <br />be handled by the Recovery Team. Sound management of the resource and <br />close coordination among management agencies should result in a more stable <br />habitat for woundfin in the Virgin River and additional populations <br />established within the historic range. <br />This is the completed Woundfin Recovery Plan. It has been approved by <br />the U. S. Fish and Wildlife Service. It does not necessarily represent <br />official positions or approvals of cooperating agencies and it does not <br />necessarily represent the views of all Recovery Team members. This plan <br />is subject to modification as dictated by new findings, changes in species <br />status and completion of assigned tasks. <br />Literature citation should read as follows: <br />U. S.
