2 <br />Page 29, Habitat Management Plan farrative: Preparation of HMP's <br />will depend on agency's capabilities and funding. Our Cedar <br />City District plans, in the near future (FY78-79), to develop the <br />E 5 Beaver Dam Wash HMP which would provide for the majority of <br />woundfin habitat. BLM could be the lead agency for developing <br />the HMP's, but state and other federal agency participation would <br />be mandatory since fish species are present. BLM could not <br />propose and implement programs on private lands. <br />Page 30, Item 151: The last sentence in the paragraph would be <br />E 6 better worded, "Section 7 consultation requirements must be <br />pointed out to all agencies." <br />Page 35-37, Part III table, it is not clear in this table if <br />other concerned agencies under cooperators are expected to con- <br />D 6 tribute funding or if Fish and Widlife Service will bear the total <br />expense. This should be clarified in the narrative. <br />Page 36, Part III, Item 141: BLM or other federal agencies <br />should be inserted into the Lead Responsibility column if this <br />is what is alluded to item 144: Target date for one HMP should <br />be FY79; for the second HMP if needed, probably FY80; funding <br />cost per unit would probably be $6,000 or $12,000 total. Budget <br />E 7 appropriations for FY78 do not make it possible. for us to allocate <br />funds for any itemized in FY78. Hopefully, our wildlife program <br />appropriations will increase in future years. <br />We appreciate the opportunity to review this draft plan and hope our <br />comments will assist you in finalizing the plan.
