In <br />certain areas the narrative is weak pr incomplete, but I'm sure many of these <br />deficiencies will be corrected either from other comments received or by the <br />Team members themselves as they continually review their product. <br />Bill, I hate to terminate this on a negative note, but my concerns and objections <br />~1 C, to usurpation of states' rights mentioned in my comments earlier are only rein- <br />- forced by statements in the section entitled "Population Monitoring Procedures , " <br />Appendix I.
