PART II <br />THE ACTION PLAN. <br />The ultimate goal of the Recovery Plan is to prevent the extinction <br />of the woundfin and then to secure its survival. This will occur through <br />implementation of the the Recovery Plan proposed below. As-the plan is <br />implemented, the Fish and Wildlife Service, with assistance from the <br />Recovery Team, will recommend appropriate delisting under Section 4 of <br />the Endangered Species Act. It is presently estimated that the species <br />could be downlisted to threatened status when the Virgin River habitat <br />has been improved and stabilized and an additional population established <br />in a separate stream within the historic range. Removal from the threatened <br />species list can be accomplished when a second self-sustaining population is <br />established. <br />STEP DOWN OUTLINE <br />Primary goal: To restore the woundfin, Plagopterus argentissimus, to <br />non-endangered status through protection of existing habitats and <br />populations and the establishment of at least two additional self- <br />sustaining wild populations in their native ecosystems. <br />1.0 Maintain and enhance existing woundfin populations in their <br />present habitat. <br />1.1 Monitor existing populations and habitat. <br />1.11 Establish monitoring procedures and schedules. <br />1.12 Recommend monitoring personnel. <br />1.2 Identify existing viable population needs and habitat <br />requirements. <br />1.21 Study existing populations. <br />1.22 Study existing habitat. <br />1.3 Manage woundfin habitat along the Virgin River. <br />1.31 Maximize public ownership of land and water. <br />1.32 Enter into cooperative management agreements with <br />private landowners. <br />1.33 Review and comment on all pro3ects which might <br />impinge on woundfin and woundfin habitat. <br />1.34 Prepare habitat management plans. <br />1.35 Recommend essential habitat under Section 4 of the <br />Endangered Species Act of 1973. <br />1.36 Designate critical habitat. <br />14 <br />
