<br />transfer water from the Fort Lyon Canal system. As the Board moved <br />forward with both of those efforts, they realized that those efforts <br />were driven by the need to address two issues: (1) the need to provide <br />additional water supplies for Colorado, much of that need exists in <br />the Front Range area, particularly in metropolitan areas, and there is <br />a need to look at alternatives for meeting those needs; and (2) <br />because Front Range needs drive Colorado needs there is a need to look <br />at basin-of-origin issues, and how those issues can be resolved. <br />Those are essentially the two topics that this conference will focus <br />on. <br /> <br />What are the basic purposes of the conference? These are what I <br />see, from the discussions at the Water Conservation Board, over the <br />last year: (1) There is a need to facilitate the sharing of <br />information with regard to these issues -- metropolitan water supply <br />and basin-of-origin issues. (2) There is a need to identify barriers <br />that exist to Colorado meeting its water needs. (3) There is a need <br />to identify solutions that will lessen the divisions that exist <br />between us, and will allow us to seek the commonalities that we in <br />fact have. (4) Finally, there is a very important function of this <br />conference, and that is to provide guidance to the State of Colorado, <br />to the Water Conservation Board, to the Department of Natural <br />Resources, as to what role the state should play in terms of <br />addressing these issues of metropolitan water supply and basin of <br />origin. <br /> <br />2 <br />
