(2) What percentage is <br />stored water usable by a city and how much is direct-flow spring <br />diversion (i.e., "opportunity water") which is unusable as drought <br />protection without storage? <br /> <br />8. To what degree do Bureau of Reclamation rules and regulations <br />inhibit the transfer of agricultural water rights?
