Any assumptions that reservoir projects will not be developed under <br />the subject water rights shall also not constitute a statement by any party that the subject <br />water rights will be abandoned. <br />1.2 PURPOSE AND SCOPE OF WORK <br />The purpose of this study is to quantify the downstream flow impacts which might <br />be expected if the reservoir projects under the P&M and CRWCD water rights were <br />developed. The projects proposed by P&M are Three Forks Reservoir and Sheep <br />Mountain Reservoir. CRWCD projects include the Pot Hook Project and the Powder <br />Wash Project. If the findings of this study indicate that development of the P&M water <br />rights would have a significant (as determined by the U.S. Fish and Wildlife Service) flow <br />impact on the habitat of the endangered fish in the Yampa River, the present market <br />value of these water rights will be appraised. At the request of the CRWCD, the present <br />market value of the CRWCD water rights will not be appraised in this study. <br />The computer model used for this study was the proprietary State of Wyoming <br />WIRSOS (Wyoming Integrated River System Operation Study). With WIRSOS, Little <br />Snake River flows at Lily, Colorado over the 1930-1982 period were determined assuming <br />various staged project configurations of the subject water rights.
