demand in the basin is satisfied first subject to physical water availability, then the next
most senior water right will be evaluated, and so on until the most junior right has been
processed. Required WIRSOS input includes:
1. Gaged and synthesized streamflow records;
2. Diversion locations and amounts;
3. Priority dates for water rights;
4. Diversion efficiencies and return flow locations and schedules;
5. Instream flow requirements; and
6. Reservoir data including storage-surface area relationships, outlet works
discharge capacity, minimum and maximum storage amounts, monthly
evaporation, initial storage volume, and total decreed maximum
volume for reservoir.
Output from WIRSOS consists of five files which include the initial river status as
input, final river status after modeling, available river flow, water rights callout list, and
the reservoir operation summary. Western Water Consultants, Inc (WWC) has written
numerous utility programs which take these WIRSOS output files and generate storage
level summaries for a given reservoir, streamflow summaries at a specific location, and
callout summaries for a given water right.
9
