about 26 MAF of storage space available for making compact and treaty deliveries
at Lees Ferry, Arizona during drought periods (Harris et al. 1982).
Reviews of the legal and institutional constraints on water resource
management in the Upper Basin have been compiled by several investigators.
Bishop and Porcella (1980) reviewed water related laws and institutions. Carlson
and Muth (1989) provided a review of laws, compacts, acts, and water projects
related to the acts. Graf (1985) reviewed the legal and institutional structure of the
entire Colorado River Basin. Harris et al. (1982) reviewed the legal and institutional
constraints on providing water for fisheries in the Upper Basin. Shields (1982)
discussed political considerations in protecting the rare fishes, and Wydoski and
Hamill (1989) provided a review of key Federal legislation influencing recovery •
efforts for the rare fishes.
