21 <br />Powell, Flaming Gorge, Blue Mesa, Morrow Point, Crystal, and Navajo. This made • <br />about 26 MAF of storage space available for making compact and treaty deliveries <br />at Lees Ferry, Arizona during drought periods (Harris et al. 1982). <br />Reviews of the legal and institutional constraints on water resource <br />management in the Upper Basin have been compiled by several investigators. <br />Bishop and Porcella (1980) reviewed water related laws and institutions. Carlson <br />and Muth (1989) provided a review of laws, compacts, acts, and water projects <br />related to the acts. Graf (1985) reviewed the legal and institutional structure of the <br />entire Colorado River Basin. Harris et al. (1982) reviewed the legal and institutional <br />constraints on providing water for fisheries in the Upper Basin. Shields (1982) <br />discussed political considerations in protecting the rare fishes, and Wydoski and <br />Hamill (1989) provided a review of key Federal legislation influencing recovery • <br />efforts for the rare fishes. <br />u
