. -? <br />THE SECRETARY OF THE INTERIOR <br />WASHINGTON <br />ENDANGERED SPECIES ACT <br />Report of the Department of the Interior <br />Section 4(f)(3) of the Endangered Species Act requires that: <br />The Secretary shall report every two years to the Committee on <br />Environment and Public Works of the Senate and the Committee on <br />Merchant Marine and Fisheries of the House of Representatives on the <br />status of efforts to develop and implement recovery plans for all listed <br />species listed pursua t to this section and on the status of all species <br />for which such plans ave been developed. <br />The responsibility of the Department of the Interior is limited by Section 3(14) of <br />the Endangered Species Act, which outlines the responsibilities of the Secretaries. <br />The Secretary of Commerce is generally responsible for most marine species <br />(except birds), and the Secretary of the Interior is generally responsible for birds <br />and terrestrial and freshwater species. Exceptions include the West Indian manatee, <br />sea turtles (on land), and sea otters, which are under the Secretary of the Interior's <br />jurisdiction. <br />Accordingly, published herewith is the first report of the Department of the Interior <br />in accordance with the requirements of the 1988 amendments to the Endangered <br />Species Act, on the recovery program for f?derally listed species under the <br />Secretary of the Interior's jurisdiction. This report represents the recovery status <br />of listed species occurring in the United States and/or trust territories through <br />September 30, 1990. <br />
