To solve this problem, results from Trials 8 and 9 were reviewed <br />and a year by year (staged table) was developed to curtail <br />constraints in wet and dry years. This again limited the ability <br />of the model to do "what if" studies. <br />Trial 10 represents the current operational setup for Flaming <br />Gorge as of the writing of this report (March 1987). At this <br />point in development we plan to continue testing the model to make <br />the operations as sound as possible while preserving the <br />flexibility to model different operational scenarios. <br />Below Flaming Gorge, the Yampa and Duchesne Rivers have been <br />modeled and documentation prepared as a part of the Stagecoach <br />Biological Opinion and is not included in this report. The White <br />River has been modeled in HYDROSS and has been calibrated. <br />Documentation was included in previous reports to the Colorado <br />River Hydrological sub-committee. The operation of Taylor Draw <br />Reservoir, which was constructed on the White River in 1984, has <br />not been documented. The following section of this report <br />describes the HYDROSS setup and operation of Taylor Draw <br />Reservoir. <br />TAYLOR DRAW RESERVOIR OPERATION <br />The operation of Taylor Draw Reservoir (locally known as Kenney <br />Reservoir) was modeled using information contained in the <br />biological assessment and the Federal Energy Regulation Commission <br />Application for the Taylor Draw Hydroelectric Station. Taylor <br />Draw Reservoir is a relatively small reservoir in relation to <br />Fontenelle and Flaming Gorge. The Reservoir is situated on the <br />White River near Rangely, Colorado, and was constructed and <br />operated by the Colorado River Water Conservation District and a <br />local water users association. <br />The operation of the Reservoir is relatively straight forward in <br />that the Reservoir is designed to fill annually and spill all <br />inflow in excess of the Reservoir contents. The only variables <br />are depletions from the Reservoir in the form of evaporation and <br />diversions for municipal use by the City of Rangely. The <br />following tables were used to simulate Taylor Draw Reservoir. <br />26
