1 <br />' Colonel Steven G. West <br />5 <br />' Aquatic Mation <br />Questions about aquatic mitigation have arisen concerning the adequacy of <br />i the proposed trust fund being established between the Water Department and <br />Division, the speculative nature of aquatic mitigation, and the lack of <br />specificity in the December 1986 draft of this report. <br />The Water Department and Division are continuing to refine the trust fund <br />agreement, so that its purpose and limitations are clearly stated. They are <br />also, refining the operational flow plan to improve stream fisheries in the <br />Water Department's system. The aquatic mitigation recommendations in this <br />report are based on the best information available to us. <br />Nebraska Impacts <br />Comments were received questioning the inclusion of the Platte River system <br />in Nebraska in the impact analysis. <br />Impacts from Two Forks on Nebraska's fish and wildlife resources were <br />analyzed because of the potential for Two Forks to deplete streamflows in <br />Nebraska. Based on the available information, impacts to nonlisted species <br />in Nebraska were judged to be insignificant. <br />' Cumulative Impacts <br />One commenter questioned the inclusion of several projects (Seminoe <br />' Enlargement, Frenchman Creek, Cache La Poudre, Catherland, and Enders) in <br />the cumulative analysis of impacts in Nebraska. <br />These projects were added to the list prepared by the Corps, which included <br />Narrows, Prairie Bend, Senac, Deer Creek, and Corn Creek, because the <br />Service and/or Commission have been conducting studies for these projects. <br />Cumulative impacts in Nebraska were judged to be very significant. <br />' We appreciate the opportunity afforded to us to prepare this Fish and Wildlife <br />Coordination Act Report.
