<br />Releases from Flaming Gorge have been at or near minimum levels <br />since the spring of 1988 due to drought conditions in the Green River <br />Basin. Inflow into the reservoir during the April- July runoff period was <br />597,000 acre-feet, or approximately 47 percent of normal, leaving the <br />reservoir approximately 17 feet short of filling. Releases from the reser- <br />voir were constrained to a maximum of 2,600 cubic feet per second (cfs) <br />from mid-July through October to provide interim protection for the <br />endangered Colorado squawfish. <br /> <br />Due to the initiation oftest flows at Glen Canyon Dam, releases from <br />Flaming Gorge were increased above minimum levels during the latter <br />part of the water year in order to give the Western Area Power Admini- <br />stration more flexibility in keeping the power system whole in the event <br />of an emergency. This was done with the understanding that Flaming <br />Gorge would only be used as a last resort (i.e., power from other sources <br />could not be purchased). Even with this increase, releases average only <br />1,000 cfs for the water year. Even with the continuation of the test flows <br />in 1991 and the expected inflow in 1991 being only 75 percent of normal, <br />Flaming Gorge is expected to be within 10 feet of filling in 1991. <br /> <br />c. Fontenelle Reservoir <br />The water surface ofFontenelle Reservoir was at its highest elevation <br />of the year July 30-31,1990, with usable surface storage of335,000 acre- <br />feet. <br /> <br />The year 1990 was the first full year of normal operations at Fontenelle <br />Dam since the modification work on the dam was completed. Inflow into <br />Fontenelle during the April-July runoff period was 524,000 acre-feet, or <br />approximately 60 percent of normal. With this low runoff, only 38,000 <br />acre-feet of water were bypassed during the water year. <br /> <br />During water year 1991, Fontenelle Reservoir will be drawn down to <br />minimum power pool. Under all but the most adverse conditions, the <br />reservoir should fill again in 1991. <br /> <br />d. Navajo Reservoir <br />Navajo Reservoir reached its maximum content ofl,379,00 acre-feet <br />at elevation 6,062.74 on July 17, 1990. The end-of-year content was <br />1,361,000 acre-feet. About 147,000 acre-feet were delivered to the Navajo <br />Indian Irrigation Project. Releases from the reservoir were at or near <br />minimum levels throughout the 1990 water year.
