ANNUAL OPERATING PLAN DEVELOPMENT <br />On September 29, 1989, Secretary of the Interior Manuel Lujan, Jr. <br />transmitted letters approving an Annual Operating Plan for water year <br />1990. The Operating Plan was developed through the cooperation of <br />representatives of the seven Basin States, the Bureau of Reclamation, <br />Western Area Power Administration, and other agencies. <br /> <br />Development of the Annual Operating Plan was accomplished with <br />consideration of the following major points: <br /> <br />1. No flood control releases are anticipated from Lake Mead. <br /> <br />2, There will be no excess water releases to provide a storage buffer in <br />Lake Mead. <br /> <br />3. The guaranteed annual quantity of 1.5 million acre-feet will be <br />delivered to Mexico. <br /> <br />4. All requests by Lower Basin main stream holders of surplus water <br />contracts in the U. S. will be fully satisfied. California's water contract <br />holders will be allowed to use water apportioned to but not used by <br />the States of Arizona and Nevada. <br /> <br />5. Salinity provisions of Minute 242 will be met. <br /> <br />2. RUNOFF, RESERVOIR CONTENTS AND RELEASES <br />In 1990 the snow melt inflow into Lake Powell during the April through <br />July period totaled 3.2 million acre-feet (MAP) that is approximately 40 <br />percent of the long-term average. The computed unregulated discharge <br />at Lee Ferry for the water year ending September 30,1990 was 5,452,000 <br />acre-feet and ranks as the fifth lowest year of record.
