<br />Reclamation is receiving inquiries about power development on Dia- <br />mond Fork. To facilitate non-Federal power development, Reclamation <br />and the Western Area Power Administration have been considering the <br />issuance of a Federal Register notice. Such notice would seek comments <br />on proposed evaluation, selection and marketing criteria for non-Federal <br />hydroelectric power development at Colorado River Storage Project and <br />participating projects facilities. <br /> <br />Legislation was introduced in 1990 by the Utah congressional delega- <br />tion to increase the ceiling for the Colorado River Storage Project, primarily <br />to allow completion of the participating Central Utah Project Bonneville <br />Unit. That legislation failed to pass and will be reintroduced in 1991. <br /> <br />Additional work will take place in 1991 at Upper Stillwater Dam. The <br />Upper Stillwater boating site, access road, and work center construction <br />contract was awarded in February of 1990 and will be completed by <br />September 1991. <br /> <br />The Upper Stillwater campground relocation construction contract was <br />awarded in February of 1989 and will be completed by July of 1991. <br /> <br />The Starvation Reservoir cooperative agreement to finish construction <br />of recreation facilities will be awarded in January of 1991 and will be <br />completed by September of 1992. <br /> <br />n. Vernal Unit. Reclamation is presently gathering design data for <br />designing modifications to Steinaker Dam as part of the Safety of Dams <br />program. While the existing dam is structurally sound, modifications will <br />enable the dam to better withstand an earthquake. It has been deter- <br />mined that during a strong earthquake, portions of the dam's foundation <br />could liquefy. A structural modification of the dam is necessary to prevent <br />that from happening. Tentative plans call for a construction contract for <br />modifying the dam in June ofl992. Construction is expected to last one <br />season, starting in the fall of 1992 and ending the following spring. <br /> <br />Work at Steinaker Dam will be timed so that there should be no inter- <br />ruption of water supplies from the dam to irrigators. The modification <br />work will be timed such that activity requiring the drawdown of the water <br />level will be performed in the fall after the irrigation season, with comple- <br />tion before spring runoff. <br /> <br />51 <br />
