Box 773598 Water Division: 6 <br />Steamboat Springs, Colorado 90477 <br />Phone Number: (970) 870-5317 <br />Fax Number: (970) 870-5381 <br />PREHEARING STATEMENT OF ROUTT COUNTY, COLORADO <br />Pursuant to Rule 13.d of the Recreational In-Channel Diversion ("RICD") Rules adopted by <br />the Colorado Water Conservation Board ("CWCB") on November 8, 2001 (the "RICD Rules") and <br />the Notice of Prehearing Cpnference and Deadlines dated March 31, 2004, submitted by the Hearing <br />Coordinator, Felicity Hannay, Routt County, Colorado ("County") submits the following: <br />Incorporation of Other Party Prehearing Statements <br />County incorporates herein by this reference the Prehearing Statements of the Upper Yampa <br />Water Conservancy District ("UYWCD"), the Morrison Creek Metropolitan Water and Sanitation <br />District ("MCMWSD"), the Town of Oak Creelc ("Oak Creek") and the Town of Yampa ("Yampa"). <br />The efforts of County and these other opposers in connection with the May 26-27, 2004 hearing (the <br />"Hearing") before the CWCB are being coordinated to avoid duplicative presentations. <br />Factual and Le2al Issues Addressed in this Statement <br />l. In its January 21, 2004 submittal to the CWCB in support of its RICD application for the <br />Steamboat Springs Boating Park, there is a section entitled "Economic Impact" submitted by the <br />Office of the Director of Parks and Recreation Services for the City of Steamboat Springs ("Cit}?'). <br />Although admitting that the City has not commissioned a formal evaluation of economic impacts <br />from river-related activities, the City nevertheless claims that recreational use on the Yampa River is <br />"a mainstay of the local economy during summer months" and "a major reason" that visitors from
