BUREAU PERSPECTIVE: What is the Service position anil why? Please use bullets.
• Nearly all water-related ESA consultations that have been completed during the
Cooperative Agreement period contain interim requirements and are linked to
implementation of a program. If a Program cannot be agreed upon and
implemented, all consultations will be open to reinitiation.
• Loss of funding in FY06 will prevent completion of the biological opinion and
EIS necessary to implement the program. Without a p:rogram, it is nearly
impossible for individual water projects to offset their ESA impacts and remain
viable.
• Reduction of $986K funding for the aforementioned activities in FY 06 would
preclude the Service from meeting its responsibilities in the Cooperative
Agreement signed by Interior to develop and implement a Recovery Program,
without impacting other Service programs.
CONTACT: Ralph Morgenweck /(303) 236-7920 / ralph_morgenweck@fws.gov
DATE: March 11, 2005
