BUREAU PERSPECTIVE: What is the Service position anil why? Please use bullets. <br />• Nearly all water-related ESA consultations that have been completed during the <br />Cooperative Agreement period contain interim requirements and are linked to <br />implementation of a program. If a Program cannot be agreed upon and <br />implemented, all consultations will be open to reinitiation. <br />• Loss of funding in FY06 will prevent completion of the biological opinion and <br />EIS necessary to implement the program. Without a p:rogram, it is nearly <br />impossible for individual water projects to offset their ESA impacts and remain <br />viable. <br />• Reduction of $986K funding for the aforementioned activities in FY 06 would <br />preclude the Service from meeting its responsibilities in the Cooperative <br />Agreement signed by Interior to develop and implement a Recovery Program, <br />without impacting other Service programs. <br />CONTACT: Ralph Morgenweck /(303) 236-7920 / ralph_morgenweck@fws.gov <br />DATE: March 11, 2005
