:
quarter 2007 will include the EA Pulse Flow Monitoring Protocol (if needed), Tern Prey Fish
Monitoring, Geomorphology Monitoring, and Vegetation Monitoring. Specifically within the
fish, geomorphology, and vegetation monitoring will be the selection of sample points for the
long-term monitoring efforts as well as methods modifications as needed.
Database Management Development - Early in the first quarter 2007 the process of the
Database Management System protocol developed by the Technical Committee should begin to
be iinplemented. This includes developing and testing the database system for the Program. The
entire development process will continue through 2007.
AMWG and 5-Year Work Plan - Current plans are to continue to use Scott McBain and Nick
Aumen in 2007 for their assistance in working with the AMWG and Work Plans. This wark will
start in the first quarter 2007.
Whooping Crane Monitoring - Spring whooping crane monitoring will begin in the first
quarter 2007.
Analysis of CA Collected Whooping Crane Monitoring Data - The Interim Executive
Director's Office completed a pilot analysis of whooping crane monitoring data in 2005. The
Technical Committee, and most recently the AMWG, have requested that this analysis be
updated to include all data collected to date. The analysis will be during the first quarter 2007
and continue later in 2007 if necessary.
Pulse Flow Test Monitoring - If the EA Pulse Flow Test is implemented in March 2007, the
Program should be prepared to implement monitoring efforts, as needed beyond those planned
for by the FWS/USGS/Trust.
Many of the items identified above will begin later in the first quarter 2007. The Governance
Committee Negotiating Team also requested that I provide an estimated total cost for January
2007. Based on the list above and those items that will realistically begin in January, I estimate
that the January budget will be $70,000. This includes funding for the following: Interim
Executive Directar ($20,000), Project Administration ($10,000), NCF fees ($5,000), Meeting
Rooms ($5,000), Protocol development ($5,000), Database development ($5,000), AMWG and
AMP Work Plan ($10,000), Analysis of Whooping Crane Data ($5,000), and Pulse Flow Test
Monitoring protocol ($5,000).
