This committee provides the basic biological
expertise on matters pertaining to fish and wildlife.

Because of travel considerations and common problems, subcoMmittees re-
porting to the Technical Committee are organized as Upper and Lower
Basin sections. The lower basin states are Arizona, California and Nevada.
'The upper basin states are Colorado, New Mexico, Utah and Wyoming.

Also reporting to the Technical Committee is the Prohibited and Protected
Fishes, Amphibians and Reptiles Committee. This group oversees the work
of the Endemic Species Committees which also are organized as Upper and
tower Basin sections.

The End~mic Species Committees are responsible for consolidating manage-
ment programs for endemic species which are under varying degrees of en-
vironmental stress and they also coordinate the activities of study groups
and recovery teams.
