<br />to request "mimicry" of the natural hydrograph: Flows in the spring will <br />be high and timed with run-off of the Yampa River, followed by flows in <br />the summer and fall. Such releases are believed to provide for the life <br />history needs of the four endangered fish. <br /> <br />Studies will continue on the Green River to monitor effects of the <br />recommendations made in the opinion ~d to refine the recommenda- <br />tions at the end of the five year research period. Specific research on effects <br />of the operation of Aspinall will be initiated in 1992. Consultation on the <br />operation of the Aspinall Unit is expected to be completed in five years. <br /> <br />Efforts are still on-going to acquire water rights on the Yampa and 15- <br />mile reach of the Colorado River from the confluence of the Gunnison <br />River to Grand Valley Diversion. The State of Colorado is expected to file <br />for an instream flow right for the IS-mile reach in early 1992. <br /> <br />Reclamation and the Service completed consultation on the Animas- <br />La Plata Project in October of 1991. The Secretary of the Interior signed <br />a Memorandum ofU nderstanding with the States of Colorado, Utah and <br />New Mexico, and various Native American Tribes for the development of <br />a Recovery Implementation Program for the San Juan River. The Service, <br />Reclamation and interested parties are currently working on the formu- <br />lation of the San Juan River Recovery Program. The goal of the San Juan <br />River Recovery Implementation Program would be to protect and recover <br />the endangered fish in the San Juan River while providing a consultation <br />process for water development consistent with State and Federal laws. <br /> <br />In the interim, Reclamation and the BIA have committed to fund <br />research for fiscal year 1992 on the San Juan River as a condition of the <br />reasonable and prudent alternative for the Animas- La Plata opinion and <br />for blocks 7-8 of the Navajo Indian Irrigation Project. <br /> <br />62 <br />
