<br />Decision recommending that development proceed was signed on De- <br />cember 20, 1991. The proposed 43 MW facility would be privately <br />funded and operated by Montrose Partners and the Uncompahgre Valley <br />Water Users Association. <br /> <br />Under the Technical Assistance to the States program, Reclamation is <br />providing guidance and expertise in the development of a hiking/biking <br />trail in Delta, Montrose and Ouray Counties. When complete, this 60- <br />mile long trail will connect the communities of Delta, Olathe, Montrose, <br />eolona, Ridgway and Ouray, Colorado. The trail will be located on <br />existing public and cooperating landowners' rights-of-way, utilizing as <br />much as possible an abandoned railroad grade once used by the old <br />Denver and Rio Grande Western Narrow Gauge Railroad. Uncompahgre <br />Riverway, Inc., a non-profit organization made up of several community <br />groups, is promoting the development of the trail. Reclamation's role in <br />this project is to identifY and coordinate the acquisition of rights-of-way <br />for the trail. <br /> <br />G. INVESTIGATIONS <br /> <br />The fiscal year 1991 budget for the planning program is about $2.6 <br />million, with about 80 percent being directed within the Upper Colorado <br />River Basin. Active studies include the salinity control efforts for the Price- <br />San Rafael, Glenwood-Dotsero Springs, and San Juan River Units, plus <br />additional studies in areas such as diffuse source control, industrial use, <br />and co-generation/desalination opportunities in the basin. <br /> <br />Other active studies are: Upper Gunnison-Uncompahgre Basin, <br />Sevier River Water Management, Four eorners Water Assessment, Utah <br />Area Water Demand Model and the New Mexico Regional Water <br />Resource Study. New studies beginning this year include the Eastern New <br />Mexico Water Supply Study, Dolores River Water Quality Study and the <br />Middle Rio Grande Water Assessment Management Study. Reclamation <br />also continues to provide assistance, as requested, through Technical <br />Assistance to the States activities as well as activities of environmental and <br />interagency coordination and other minor work. A program for evaluat- <br />ing system optimization on some existing projects is continuing this year, <br />with several projects scheduled for evaluation. <br /> <br />54 <br />
