LEGISLATION <br /> <br />In the First Session of the 1 02nd eongress (without regard to the water <br />year), Congress enacted the following statutes that are important to the <br />Upper eolorado River Basin States: <br /> <br />Public Law 102-154, approved November 13, 1991, making appro- <br />priations for the Department of the Interior and related agencies for the <br />fiscal year ending September 30, 1992. <br /> <br />Public Law 102-142, approved October 28,1991, making appropria- <br />tions for Agriculture, Rural Development, Food and Drug Administra- <br />tion and Related Agencies programs for the fiscal year ending September <br />30, 1992. <br /> <br />Public Law 102-104, approved August 17, 1991, Energy and Water <br />Development Appropriations Act, 1992. <br /> <br />C. EDUCATION-INFORMATION <br /> <br />1. GENERAL COOPERATION <br /> <br />The Upper Colorado River Commission has directed its Education <br />and Information program toward promoting interstate cooperation, <br />harmony, and united efforts; developing an understanding in other <br />sections of the United States of the problems of the Upper Colorado River <br />Basin; and the creation of a favorable attitude on the part of eongress with <br />respect to the development of the industrial and agricultural resources of <br />the Upper eolorado River Basin. <br /> <br />The Commission has continued to cooperate with members of the <br />Congressional delegations from the Upper Colorado River Basin States <br />and with officials of the Department of the Interior and the Bureau of <br />Reclamation in seeking appropriations of funds by the eongress for the <br />construction of the Storage Units and participating projects authorized <br />for construction, as well as funds for the investigations of additional <br />participating projects that are given priority in planning in the eolorado <br />River Storage Project Act. As part of this cooperation, the eommission's <br />Executive Director has been in Washington, D. e. at intermittent periods, <br />acting as liaison between the Congress and the States and various <br />departments of government, supplying information, arranging and taking <br />part in eongressional hearings, and providing other assistance requested. <br /> <br />31 <br />
