<br />-34- <br />L <br />Here again it is our understanding based on testimony given at a Public <br />Hearing in Baggs, Wyoming, on October 25, 1975, before a subcommittee <br />~ of the Senate Committee on Appropriations, that the local project <br />sponsors are unanimously opposed to acquisition of a_~ private land <br />in the project vicinity to prevent the wildlife losses which will <br />~ otherwise occur. Wyoming~s Governor Ed Herschler also testified that <br />little or no private land should be purchased for this purpose. In the <br />face of such strong opposition, it appears very questionable whether <br />e <br />a plan which would prevent elk losses in Wyoming could be agreed upon <br />and implemented. <br />~ Since lands in the Colorado portion of the project area that would <br />be suitable for acquisition and development as elk winter range have <br />not been identified, it appears that the elk losses which will occur <br />in Colorado cannot be prevented. The Division of Wildlife will simply <br />have to reduce the number of elk wintering in the project vicinity <br />by at least l0 percent--currently estimated at 300 head. <br />0 <br />On balance, it appears to the Fish and Wildlife Service that an <br />irretrievable loss of elk in both Wyoming and Colorado will occur as <br />a consequence. of construction and operation of the Savery-Pot Hook <br />Project. <br /> <br /> <br />
