Box <br />25486, Deaver, CO 80225 <br />S-1 <br />S-2 <br />From: Regional Director <br />A~~~Z"t: Comments oa Draft Humpback Chub Recovery Play <br />We have reviewed the above draft recovery plan and offer the following <br />comments: <br />We support the recovery team's initial program of research to <br />determine habitat characteristics and population status. We <br />suggest that the recovery team consider a two-phase study. The <br />first phase would basically include the im~entories of existing <br />habitats and populations. To support this statement, we are <br />scheduling up to $500,000 over a three-year period to fund <br />studies for completing the data requirements of the first phase <br />of the Aumpback Chub Recovery Plan as well as similar activities <br />related to the Colorado River squawfish. The results of the <br />first phase would be reported to evaluate the necessity of a <br />full recovery effort. A decision report could be prepared which <br />would be seat through the appropriate agencies and committees <br />of Congress for review and authorization. The recovery effort <br />could then be implemented with specific authorized funds. <br />There is another reason for supporting a two-phase approach and <br />that would be to provide for I1EPA compliance. It appears to us <br />that the draft of the Humpback Chub Recovery Plaa does not point <br />out the need for the preparation of as environmental statement <br />prior to making a decision oa taking any action toward im~ple- <br />meatatioa of the recovery plea. We suggest that prior to re- <br />questing funds for implementing the recovery plan, as environ- <br />mental statement be required. <br />The recovery plan suggests the Bureau of Reclamation program <br />S-3 $50,000 a year for five years for a fish hatchery to propagate <br />endangered species.
