INTRODUCTION <br />The White River headwaters in Colorado's Flattops <br />Wilderness and flows westwardly into Utah before entering <br />the Green River {Figure 1). Encompassing a watershed of <br />9530 square kilometers (-3680 square miles), its mean <br />annual discharge exceeds 566 cubic hectometers (459000 <br />acre feet). Home of eight native fish species (Tyus et <br />al. 1982), it was one of the last uncontrolled major <br />I <br />rivers in the Colorado River system. <br />In 1977, Water User's Association Number 1 (WUA1) <br />was formed as the only subdistrict of the Colorado River ~ <br />Water Conservation District by decree of the District <br />Court for Rio Blanco County, Colorado. Following <br />permitting and environmental review processes (USAGE <br />1982b), WUA1 was granted permission to construct Taylor <br />Draw Dam on the White River ten kilometers (six miles) <br />east of Rangely, Colorado. Construction commenced in 1982 <br />and Kenney Reservoir basin began filling in October 1984. <br />The zoned, earth-filled dam is 16 m (53 ft.) high with a <br />305 m (1000 ft.) crest. The new 275 ha (680 surface <br />acres) Kenney Reservoir is approximately ten kilometers <br />(six miles) long and impounds 1? cubic hectometers {13800 <br />i <br />acre feet) of water. <br />i <br />
