Thank you for the opportunity to <br />participate. <br />We note that the Salt River portion formerly nominated as critical habitat <br />has been deleted from Region 2's recommendations in their memorandum dated <br />September 13, 1976. This area which includes Fort Apache and San Carlos <br />Reservations is included in the monitoring areas listed on page 18. The <br />only other Indian land area under our jurisdiction included in the monitor- <br />ing plan is that portion of the Uintah and Ouray Reservation adjacent to the <br />Green River upstream from Ouray, Utah to the Reservation boundary. <br />Any monetary participation by the Bureau of Indian Affairs, as suggested by <br />the proposed budget, would be dependent upon those tribes whose lands are <br />M-1 included in the program budgeting the funds in the Agency's banding analysis <br />process. This would require the affected Tribes to place a priority on this <br />program. Agency budgets have already been prioritized through FY '79 and <br />they do not include funds for these purposes. We suggest the budget be <br />modified to delete the BIA's portion through FY '79. For subsequent years, <br />include only those funds affected Tribes designate in their band analysis. <br />To obtain Tribal and Agency consideration of the plan, we suggest you contact <br />Agency Superintendents and Tribal Councils involved.
