Subject: Draft Colorado Squawfish Recovery Plan
We have reviewed the subject recovery plan and generally find that it is a
well prepared document.
' There are a couple of problems with terminology. Qn; page 16 you refer to
individuals and companies in relation to Section 7 of the ES Act. Under this
section of the Act individuals and companies do not have responsibilities unless
' it is a federally funded or authorized project. On page 17 in reference to Critical
Habitat you should use the words "determining Critical Habitat" when referring
g-1 to the official FWS Federal Register process. Use the words "delineating
' essential habitat" when referring to the initial identification of potential
Critical Habitat by other agencies.
In reference to your budget proposals, the primary method for the BLM to obtain
' funds is from Habitat Management Plans. After preparation these are submitted
to Washington as a request for funds. In preparing your recovery plan it is
B-2 important that the schedules for implementation reflect the time necessary
' for HMP preparation, budget submission and funding. It is also important to
insure the schedule doesn't propose fund expenditure before funds can be made
available.
