Qn; page 16 you refer to <br />individuals and companies in relation to Section 7 of the ES Act. Under this <br />section of the Act individuals and companies do not have responsibilities unless <br />' it is a federally funded or authorized project. On page 17 in reference to Critical <br />Habitat you should use the words "determining Critical Habitat" when referring <br />g-1 to the official FWS Federal Register process. Use the words "delineating <br />' essential habitat" when referring to the initial identification of potential <br />Critical Habitat by other agencies. <br />In reference to your budget proposals, the primary method for the BLM to obtain <br />' funds is from Habitat Management Plans. After preparation these are submitted <br />to Washington as a request for funds. In preparing your recovery plan it is <br />B-2 important that the schedules for implementation reflect the time necessary <br />' for HMP preparation, budget submission and funding.
