~ ~t <br />1 <br />DRAFT-05/10/85 <br />preliminary concept document provides a rationale for <br />implementation of a recovery program, including a <br />description of the technical approach, institutional <br />responsibilities, and financial alternatives. It is <br />intended to provide a conceptual framework for development <br />and implementation of detailed recovery plans for each of <br />the endangered species. This document also suggests _that <br />the Section 7 consultations on individual water projects <br />should be conducted in the context of the, overall recovery <br />effort, and describes an approach to Section 7 - <br />___ . _,.~ <br />consultations. <br />This preliminary concept document includes the following <br />sections: <br />2.0 Rationale <br />3.0 Technical Approach to Recovery Plan Elements <br />4.0 Institutional Responsibilities <br />5.0 Approach to Section 7 Consultations _ <br />6.0 Financing Recovery Efforts <br />2.0 RATIONALE <br />Assuring the conservation and recovery of endangered species <br />in a modern world mandates implementation of a variety of <br />specific actions as part of an overall recovery program. <br />Selection of recovery activities should be based on a <br />process which includes: ~, <br />~' <br />1. A realistic assessment of the.,social, economic,` <br />and environmental conditions under which the <br />species presently exist. <br />2.
