DRAFT-05/10/85 <br />While primary responsibility lies with the Secretary of the <br />Interior, recovery will involve activities by other Federal <br />agencies and assignment of responsibilities to State <br />governments for activities related to recovery plan <br />implementation, in those States having endangered species <br />responsibilities under State law. The Regional Director may <br />contract with States, Federal agencies, or private <br />contractors to carry out specific plan elements, assign them <br />to FWS personnel, or use all of the above resources. <br />4.2 RECOVERY TEAM APPROACH <br />The Regional Director, FWS, Region 5, Denver, Colorado, has <br />the primary responsibility for implementing the recovery <br />plan for endangered Fish species in the Upper Colorado River <br />Basin. The Regional Director can appoint a recovery team in <br />accordance with the Endangered Species Act. The recovery <br />team might include. representatives of the following <br />organizations: <br />U.S. FWS, Region 6 <br />USBR, Salt Lake City <br />USBR, Denver <br />~ Western Area Power Administration <br />Colorado Department of Natural Resources <br />A representative from the State of Wyoming _ <br />Utah Department of Natural Resources <br />A representative from the State of New Mexico <br />A representative of environmental organizations <br />A representative of energy development <br />A representative of water development <br />A representative of non-Federal power operations . <br />15 <br />
