<br />**VII. <br /> <br />" <br /> <br />WHAT IS THE "BASELINE" OF EXISTING AND APPROVED PROPOSED <br />PROJECTS AGAINST ~mICH THE PARACHUTE PROJECT WILL BE <br />WEIGHED TO DETERMINE THE CL~LATIVE EFFECTS ON THE <br />ENDM~GERED SPECIES (OR THEIR CRITICAL HABITAT)? <br /> <br />The "baseline" or so-called "redline" is the series of <br />seasonal minimum flows which FWS believes is necessary to <br />protect the endangered fish populations in the Colorado <br />River. Draft "redlines" were proposed in the 1983 FWS <br />Conservation Plan, but have not been finalized pending <br />completion of the Coordinating Committee studies. <br /> <br />Fears have been expressed that the present effort is still <br />not heeding the need to maintain the State water right <br />systems and compact allocations. In any event, once the <br />baseline is set, TIIS would apparently use the numbers as <br />a form of "senior" call on the river, forcing projects to <br />curtail their diversions in order to maintain the pre-set <br />"baseline" flow. <br /> <br />-39- <br />
