IS THE FWS CONSIDERING ANYTHING BESIDES THE "WINDY GAP" <br />FORMULA FOR SECTION 7 CONSULTATIONS? <br /> <br />The "Windy Gap" formula, coupled with an additional <br />up-front payment, appears to be the only short-term <br />answer under consideration by the FWS. The only <br />other "solution" contemplated appears to be in-stream <br />./ <br /> <br />flow obligations. This outstanding threat of flow. <br />obligations may cause project sponsors to view the <br />"Windy gap" formula, even if coupled with other <br />funding obligations, as a convenient means for <br />immediate resolution of their ~7 controversi.es. <br /> <br />Acceptance of the "Windy Gap" package by other <br />project sponsors would put additional pressure on <br />~tAEI to adopt the formula too and additionally, could <br />decrease nTS's desire to consider other options for <br /> <br />resolution of the 57 problems. <br /> <br />-21- <br />
