IF WATER REQUIREMENTS ARE UNCHANGED, YILL FUTURE <br />FEDERAL ACTIONS SUBJECT PROJECT SPONSORS TO ADDI <br />TIONAL MIT1GATION BURDENS? <br /> <br />Projects of the size and scope of commercial-scale <br />oil shale operations may require additional federal <br />actions at some future point in time. Thus, although <br />projects may have already gone through EIS prepara- <br />tion and major permitting/approval procedures with <br />BLM or COE, some additional federal approval could be <br />needed, such as FHA clearance for work-force housing. <br />If the water depletions analyzed in the FWS Biologi- <br />cal Opinion remain the same, will FWS demand more <br />from project sponsors for each subsequent federal <br />approval? <br /> <br />-18- <br />
