29-mile reach under:

The 1969 decree (1955 appropriation date) for the 300 cfs of direct

flow water rights to be donated by the Pittsburgh & Midway Coal

Mining Company (P&M), along with existing Blue Mesa storage

releases; or

Just increasing the release of water from storage at Blue Mesa; or

A combination of direct flow water rights and the increase of Blue

Mesa storage releases.

The 300 cfs P&M water right and a part of the Blue Mesa storage

decrees could be held by the Colorado Water Conservation Board for

instream flow purposes under state law.

The subject minimum stream flow regimes are: a 300 cfs year round

trout flow in the 29-mile reach; a 2000 cfs endangered fish flow at

Westwater on the Colorado River near the state line below the Gunnison

River confluence; and 600 cfs boating flow in the 29-mile reach from June
to September.

B. Conceptual Schematic

The main physical features of the hydrologic system which is modeled

in this study are shown on Figure 1. This is a conceptual schematic only.

A more complicated network is actually used in the model to reflect water

right priorities, capacities, operating criteria, inflow and depletion

WBLA, Inc. 1909 Broadway, #3, Boulder, Colorado 80302

2
