26

III. Scenarios

A. Primary Sce~arios

Six primary scenarios were analyzed:

Scenario 1: This scenario generally portrays existing conditions and

operations. Irrigation diversions tht'ough the Gunnison Tunnel are set to

historic values and the Tunrlel capacity is set to 1122 cfs. A minimum

stream flow of 200 cfs below the Gunnison Tunnel is supported with Blue

Mesa storage releases including releases to make target levels. No direct

flow water right priority is assumed for minimum stream flow purposes.

Scenario 2: Minimum stream flows below the Gunnison Tunnel are protected

under the P&M priority i~ the amount of 300 cfs, while Blue Mesa storage

releases to support minimum stream flows are made urlder the existing 200

cfs criterium. As in Scenario 1, Blue Mesa storage releases are made to

support a 200 cfs minimum stream flow whenever Blue Mesa storage is above

target. These releases would be made in any case, and would be available

to the P&M water right in priority. The P&M water right would then pick

up any other releases above target (not dedicated to the 200 cfs minimum

flow) and any other unappropriated water below Crystal available in

priority up to 300 cfs. Blue Mesa storage releases may also be made under

WBLA, Inc. 1909 Broadway, ~3, Boulder, Colorado 80302
