Water Source: East Fork Mancos River Project Yield: 869 AF <br />Terms of Loan: $904 ,000@ 2.5% for 30 yrs. Project Type: Ditch Rehabilitation <br />The East Mancos Highline Ditch Company is comprised of 6 members that manage 5.75 miles of <br />open ditch, with an annual diversion of approximately 870 cfs and a 700 acre service area. This <br />project involves piping the 5.75 miles of ditch with 10 - inch to 15 - inch PVC Pipe to create a <br />pressurized system for the users. The project is a joint effort with NRCS’s Salinity Control <br />Program. NRCS is contributing 75% of the cost towards the design and cons truction of the <br />project. Construction has commenced with proje ct c ompletion anticipated by May of 2009 . The <br />project is approximately 90 % com plete. The only remaining construction item is the intake <br />structure on the river. <br />31. Pagosa Area Water and S anitation District – Dry Gulch Reservoir Land Acquisition <br />Authorization: Construction Fund County: Archuleta <br />Water Source: San Juan River Project Yield: 35,000 acre - feet <br />Terms of Loan: $11,217,060@3.50 % for 30 yrs. Projec t Type: Land Acquisition <br />Di strict serves 9,500 residents in the 100 sq. mile District service area. Drought and demand from <br />growth is requiring additional storage and of around 12,400 AF of storage by 2040. Growth <br />projections estimate the need for a 35,000 AF reservoir to meet deman d through 2100. Dry Gulch <br />site is the only reasonably valued site available due to land development. Primary fill source will <br />be pumping of San Juan River water to the reservoir. A CWCB loan will be used to purchase two <br />parcels of land to begin the process of meeting the needs of the District. The land is needed for <br />both sizes of reservoir. Preliminary design and permitting is expected to start in 2008 and <br />construction of the reservoir is projected to start in 2020. CWCB has disbursed just under <br />$10,000,00 0 in loan funds for land purchases, with the final land purchase to occur by December <br />of 2009. <br />P rojects under Design <br />1 . Supply Irrigation Ditch Company – Knoth Reservoir Dam Rehabilitation <br />Au thorization: Severance Tax Fund County: Boulder – N.E. o f Lyons <br />Water Source: St. Vrain Creek Project Yield: 4,800 acre - feet <br />Terms of Loan: $904,960@2.6 % for 30 - years Project Type: Dam Rehabilitation <br />Supply Irrigating Ditch Company services approximately 8,500 acres of irrigated farmland in <br />Boulder County between Lyons and Mead. Currently the water for irrigation is supplied by a <br />direct flow decree and from the Beaver Park Reservoir (which is approx. 25 miles west of the <br />start of the Supply Ditch near the continental divide). Supply Irrigating Ditc h Company is in the <br />process of acquiring a storage decree within Knouth Reservoir in exchange for the rehabilitation <br />of the reservoir. This reservoir will give the Company some system flexibility, as this storage is <br />significantly closer to users than Beave r Park Reservoir. The reservoir improvements include: <br />construction of a spillway, removing vegetation from the embankment of the dam, lining select <br />areas on the upstream dam face with a clay liner, placing riprap along the upstream dam face, <br />enclosing an i rrigation ditch within a pipe, and installing dam instrumentation. URS Corporation <br />is currently working on the final SEO plans, which could be approved sometime this summer. <br />Design changes and refinement of the original cost estimate have resulted in an increase to the <br />overall project cost. It is anticipated that the Company will be requesting additional loan funds at <br /> <br />
