Authorization: Severance Tax Fund County: Larimer <br />Water Source: South Platte River Project Yiel d: 35,000 acre - feet <br />Terms of Loan: $1,285,730@2.55 % for 30 yrs. Projec t Type: Reservoir Rehabilitation <br />WRCC, Inc. (Company) owns and operates six storage reservoirs in Larimer and Weld Counties <br />including Big Windosr Reservoir (Reservoir). As a result of S EO safety requirements, the <br />Reservoir is being rehabilitated with dam crest maintenance and a spillway extension. Currently, <br />the embankment has low spots; therefore, the crest is being raised and leveled. In addition, the <br />spillway discharges across farm land not owned by the Company. For that reason, the spillway is <br />being reconstructed at a new location to divert flow away from private farm land back to the <br />natural drainage. This improvement will better protect the land adjacent to the Reservoir. <br />Constr uction began in A ugust of 2008 and has been complete. Construction is complete, with <br />project substantial completion scheduled for September of 2009. <br />22 . Center of Colorado Water Conservancy District - Tingle <br />Authorization: Severance Tax Fund County : Park <br />Water Source: South Platte Project Yield: 400 acre - feet <br />Terms of Loan: $454,500@3.5% for 1 0 yrs. Projec t Type: New Reservoir <br />The Center of Colorado Water Conserv ancy District was approved for a $450,000 loan as its <br />participation cost in the co nstruction of the James Tingle Reservoir. The District has partnered <br />with the Centennial Water & Sanitation District to construct the Reservoir. The total Project cost <br />th <br />estimate is $3,565,000 and the District is responsible for 1/7 of the cost ($509,000). This loan <br />request is for approximately 90% of the District’s obligation. The construction of the Reservoir is <br />necessary to maintain historical return flows to Michigan Creek (in part to meet the CWCB’s <br />instream flow rights on Michigan and Tarryall Creeks ). The 400AF Reservoir is located adjacent <br />to Michigan Creek in Park County near the town of Jefferson. Of the 400AF Reservoir capacity, <br />195AF is allocated to the District and 205AF is allocated to Centennial. 165AF of the District’s <br />195AF is return flow o bligation and 30AF is excess capacity for use by the District for storage of <br />augmentation water in its service area. Cat Lake Construction, Denver, Colorado was awarded <br />the project in August of 2008 and has completed the project. The construction has be en <br />approved by the SEO and will fill during the spring of 2009. Project substantial completion is <br />tentatively sched uled for September of 2009. <br />23 . Wood Lake Irrigation Company – Angel Lake Dam Repair <br />Authorization: S everance Tax Fund County: Weld <br />Wa ter Source: South Platte Project Yield: 848 acre - feet <br />Terms of Loan: $ 212,706@2.50 % for 30 yrs. Projec t Type: Reservoir Rehabilitation <br />The Wood Lake Irrigation Company ( WLIC ) irrigates about 2,150 acres in northern Colorado, in <br />Weld County north of Gr eeley. WLIC facilities are located approximately 5 miles west of Eaton, <br />and 2 miles east of Severance on Weld County Road 74, and consist of Wood Lake (3,235 AF), <br />Angel Lake (424 ac - ft with refill), and Meyers Lake (600 ac - ft.), and approximately 5 miles o f <br />unlined ditch. WLIC’s decreed water right for Angel Lake is for 424.7 acre - feet with a refill, for <br />a total 848 acre - feet. The Angel Lake dam is approx. 2000 feet in length with a crest width of 50 <br />feet (including roadway) and a max. height of about 16 feet. The dam is located on the south and <br />east sides of the reservoir with the outlet located on the south side. Both the Angel Lake outlet <br />conduit and spillway conduits are in poor condition, and need repair/replacement to avoid future <br />SEO storage restr iction. The outlet is an 18 - inch clay pipe which has reached its usable life span, <br /> <br />
