PRRIP - ED OFFICE MEMORANDUM <br />TO: GOVERNANCE COMMITTEE <br />FROM: EXECUTIVE DIRECTOR'S OFFICE <br />SUBJECT: TRACT 0811 EVALUATION SUMMARY <br />DATE: JULY 10, 2008 <br />CC: LAND ADVISORY COMMITTEE <br />TRACT LOCATION AND SIZE <br />Tract 0811 is approximately 65 acres in size and is located in Section 3, T-8N, R-21 W. The attached <br />Figure A-1 delineates the property boundary. The tract is located in the Lexington to Overton bridge <br />segment and is near pmperties owned and leased by the Central Nebraska Public Power and Irrigation <br />District (CNPPID). Figure A-2 shows the parcel location within the Program land acquisition area, bridge <br />segment and its proximity to existing leased and owned conservation lands. The tract wouId be <br />cansidered buffer to existing habitat complex acres due to its proacimity to existing conservation lands. <br />EXISTING LAND USE <br />Tract 0811 is irrigated cropland with no Platte River frontage. The CNPPID Canal borders the south edge <br />of this tract and the Canaday Steam Plant the west edge of the tract. Land uses on neighboring properties <br />are primarily agricultural, and except for the Steam Plant, are not incompatible with target species habitat. <br />TARGET SPECIES HABITAT CONSIDERATIONS <br />This tract would be buffer for the existing Jeffery Island habitat complex. It is currently irrigated <br />cropland, which the owner wants converted back to prairie. Seeding of the 65 acres with high-diversity <br />local ecotype seed and decommissioning of the irrigation well would cost on the order of $30,000. There <br />is little to no potential to develop wet meadow habitat on this tract. <br />PROPERTY MANAGEMENT CONSIDERATIONS <br />The property owner is interested in the sale of a fee simple absolute title to the Program or establishment <br />of a conservation easement. Discussion with the landowner yielded a reasonable willingness to consider <br />value established by a mazket appraisal. Title review, appraisal and environmental review for this tract are <br />expected to cost on the order of $7,000. <br />Annual operations and maintenance costs have been estimated to be on the order of $2,000 based on <br />O&M activities on existing conservation properties in the critical habitat azea. <br />OTHER CONSIDERATIONS <br />This tract is located in an area with significant existing buffer.
