I. INTRODUCTION AND APPLICANT ELIGIBILITY: <br />The City of Grand Junction Departinent of Utilities, Clifton Water District, and Ute Water <br />Conservancy District (the Entities) are local governments and water districts created for the <br />purpose of developing water resources for the Grand Valley on the western slope of Colorado. <br />The Entities provide domestic water to the Grand Valley including the City of Grand Junction <br />between the Towns of Fruita and Palisade, Colorado. <br />Each of the Entities developed a Water Conservation Plan in 1996 and would now like to <br />combine and update their Water Conservation Plans into one regional Water Conservation Plan. <br />The City of Grand Junction, the Clifton Water District, and the Ute Water Conservancy District <br />are located in the Grand Valley of the Western Slope of Colorado with the Colorado River Basin. <br />According the published SWSI report, the Colorado River Basin will be experiencing a 55% <br />population increase from the year 2000 until the year 2030 with an 84% increase in water <br />demand. According to the SWSI report, a deficit of 61,800 acre-feet of additional water will be <br />needed to meet to growth and water demand. The Grand Valley Regional WCP will help <br />address the anticipated future water supply deficit. <br />Since the drought of 2002 the City of Grand Junction, the Clifton Water District, and the Ute <br />Water Conservancy District, have worked in unison to reduce water use on the western slope. <br />The three entities developed the Drought Response Information Proj ect, (DRIP) to educate the <br />public on the need to conserve water. The entities have had a goal of a 20% reduction of per <br />capita use over 20 years beginning in 2002. The entities have made much progress already <br />towards that goal, through the DRIP prograin, water rate structures, and water loss <br />iinproveinents. The entities believe they are alinost halfway to their goal and feel that with the <br />iinpleinentation of a well thought out regional water conservation plan that they can achieve a <br />1% per year per capita reduction over the next 10 years. <br />II.
