Complete Construction February 28, 2010 <br />~ 8. Project is Operational February 28, 2010 <br />FRICO has been working on this project for several years. Currently the design drawings and <br />specifications are in the hands for the SEO for their second round of project reviews. The <br />schedule outlined above is believed to be achievable from a technical standpoint given the <br />current state of the project. <br />The portion of this project that is on a fast track schedule is completion of the CWCB <br />financing. As shown above, the anticipated completion date of September 15, 2009 is <br />believed to be the critical path. This date is critical in that FRICO would like to bid the work <br />for this project as part of an overall construction bid that would include the Milton outlet <br />works. The listed date for completing the CWCB financing is therefore related to the <br />schedule for the outlet works portion of the project rather than the spillway work. Delay in <br />project funding will not affect the spillway work in a similar manner to the outlet works <br />portion of the project as the spillway work can be completed regardless of the reservoir <br />water levels. <br />FRICO believes that putting the Milton spillway work out to bid along with the outlet works <br />may produce overall cost savings as the contractor could move from one project to the <br />next. FRICO plans to bid the work in a manner that the contractor can bid either the outlet <br />portion of the project, the spillway portion of the project or the two components together. <br />This will provide flexibility in contractor selection and should allow FRICO to get the best <br />price for the work. <br />23 <br />
