INTEREST OF THE AMICI CURIAE <br />The intere;sts of the respective amici curiae are as follows: <br />A. Northwest Colorado Council of Governments ("NWCCOG") is an Etssociation of <br />member jurisdict:ions of the State of Colorado created pursuant to Article XIV, Sertion 18 of the <br />Colorado Constitution and Sections 29-1-201 et seq., 29-1-401 and 29-1-402, C.R.S. <br />NWCCOG's membership consists of counties and municipalities in the headwaters of the <br />Colorado River. The purpose of the association is to assure the orderly and harmonious <br />development of the region, and to provide for the needs of future generations. NVICCOG <br />renders assistance and service for the public interest of the region. NWCCOG serves as <br />spokesperson foi its members on matters of regional and mutual concern. Recreal:ion and <br />tourism represent the major economic sector in the region and are vital to the futwre of the <br />region. NWCCOGs' Water Quaiity and Quantity Committee is a subcommittee of NWCCOG, <br />focusing exclusi'vely on water related issues in the region.l As such, NWCCOG is concerned <br />about any negative precedent that might be set with respect to recreation water rights in the <br />instant action. <br />B. The Town of Minturn is a west slope municipality heavily dependent upon <br />Colorado's recre:ation-based economy and the use of water for recreation purpose:s. Mintum is a <br />home rule municipality, founded in 1904 and located on the Eagle River, in Eagle County, just <br />'The meinber entities of Northwest Colorado Council of Govemments p&rticipating in <br />this motion aze i dentified on the attached Appendix A. <br />2
