EXPLANATION OF CITATIONS <br />Citations to the record in this brief are generally made by first referring to fne volume in <br />which the docurizent or transcript is found and second to the page on which it is found. <br />Specifically, citations to pleadings or other filed documents, found in volumes I, Il: and III, are <br />made by volume and page number(s) identified by the trial court's bates stamp (and paragraph <br />number when ap:plicable) (e.g., Vol. II at 623-24; Yol. III at 1114, ¶7). Citations tiz) the transcript <br />of the trial are made by volume, page and line numbers (e.g., Vol. VII, 7:1 - 25). Ii"more than <br />one page in the h•anscript is referenced, the starting page and line and ending page and line are <br />listed (e.g., Vol. ITII, 8: S- 9: 3). The parties' Exhibits admitted at trial are listed by volume, party <br />prefix ("UG" for the Applicant, and "S" for the CWCB), and exhibit number (e.g., Yol. IX, Ex. <br />UG-13; Vol. XI, i;x. S-I Sb). The first time an exhibit is referenced, the citation also includes a <br />cite to the trial tr,-inscript where the exhibit was admitted. Transcripts of the hearings of the <br />legislative histor3, of Senate Bill 216 are found all together in the CWCB's trial Ex:hibit 9. <br />Citations to those transcripts are made by reference to the CWCB's Exhibit 9, date of the <br />hearing, and page number on which the quote can be found (e.g. Vol. X, Ex.
