ballot this Navember to increase the lodging tax to end up having
sufficient resources available to market o-urselves to the outside
world. .
The other projects that the Count has worked on to enhan,ce what we
feel are #he comm.unity needs, both for our own citizens and for the
reereation needs of our community is the ice rink out at the park,
which yau probably saw when you came by. The ice rink was
originally developed in the mid-94s but was not functional because
of the solar gain The ice would melt and the community came
together last year and developed the cover for the ice rink under a
program called Sba.des for Blades. As a result of that, that not only
-served the needs of oiar own kids with being able to skate longer into
the winter, but has also becc+me an economic driver in regards to '
having - being able to attract outside comFnunities to come here fnr
hockey toutnaments, the first one being this )ast February. So we're -
seeing a benefrt, not onty for.our community and for our own kids, `
but we've also seen ari economic benefit in teims of being able to
attract other communities to our area to enjoy #he ice rink.
Another project that the com6inity has come together orx, which
you may have read about in the "Denver Post" is that we are now the
proud ovvners of the ]argest scientific research telescope in the state
of Colorado. And now we aze in the process of fuudraising to build .
an obseivatory. And this pxojeot has to do with the needs of our own
commu.nity, in terms of our science education of out kids, but also in
terms of partziership with Western College'to provide another
amenitythat they can use in attracting students to Western. "
The vvhitewater park also fa11s into tba# same category. It not onTy
provides a recrea.tional hature for our own kids, it providas a
recreational opportunity for tourists who come to visit our
community. It'provides another amenity tbat Western can use in
mcnifng students to attend Western StatE College. And it also
pmvides an opportnnity -foz our local vendurs of outdoor equipment
ta use the facility to denionstrate ec}uipment and conduct classes in
whitewater rafting aad kayakmg.
This pmject first came to the Cowrty's attention 1994 - 1995
timeframe when Rick'Stock [sp] ran the outdoor recreation program
for Western State College. The County had acquired the property
that you saw fihis morning under two purchases, one by the FAA to
protect the end of the nm.way of the auporE, amd the other was from
the Department of Energy for the eonsftuction of industriaus water
system during the [unintelligible] clean up da.ys. Rick saw au
. Colo•rado Water Conservation Board
'September 10, 2002 Hearing Transcript.
Page 15
