• COLORADO DEPARTMENT OF NATURAL RESOURCES <br />COLORADO WATER CONSERVATION BOARD <br />PREHEARING STATEMENT OF THE TOWN OF SILVERTHORNE <br />CONCERNING THE APPLICATION FOR WATER RIGHTS FOR A RECREATIONAL 1N- <br />CHANNEL DIVERSION OF THE TOWN OF SILVERTHORNE 1N SUMMIT COUNTY <br />The Town of Silverthorne (hereinafter "Silverthorne") by its attorneys, Hill & Robbins, <br />P.C., submits this Prehearing Statement in the above-captioned hearing. <br />1. INTRODUCTION <br />The Town of Silverthorne is in the process of developing the Blue River Whitewater <br />Course ("Course") which will be located in the Silverthorne Whitewater Park. The Course will <br />include three separate control structures, each consisting of a rock dam and drop structures that <br />will direct the flow to pass through an opening of controlled width that will create a pooling <br />effect upstream and control, concentrate, and direct the flow through the structures at a sufficient <br />velocity and depth to produce a reasonable recreational experience associated with recreational <br />• kayaking, rafting, and boating. <br />The Course will be approximately 600 feet long, located within the channel of the Blue <br />River in the town limits of the Town of Silverthorne between the Interstate-70 overpass and the <br />Colorado Highway 9 bridge. <br />The source of water for the Course will be water in the Blue River, which at the location <br />of the Course, includes inputs from two side tributaries: Salt Lick Gulch and Straight Creek. <br />Silverthorne is claiming rights for recreational in-channel diversions for two separate flow levels <br />for the Course as follows: <br />Level One Flows, for passage of recreational watercraft <br />Month Flow (cfs) <br />Ma 100; Conditional <br />June 100; Conditional <br />July 100; Conditional <br />Au st 100; Conditional <br />Se tember 100; Conditional <br />•
