Consolidated Civil Case <br />Nos. 2782, 5016 and 5017 and <br />Case No. 91CW252, WD 5 <br />Creek will increase over what would rave been released in the <br />absence of the subsciGution. Releases of stored water from the <br />Board's account will be transported to the Colorado River and are <br />unava?lable for diversion by water right nolders on Muddy Creek. No <br />water rights on Muddy Creek below Wolford Mountain Reservoir will be <br />adversely affected by such releases. <br />18. Since the Blue River and Muddy Creek both enter the <br />Colorado River at approximately the same location near Kremmling, <br />the quantity of flow in the Colorado River below that point when <br />substitution releases are being made from Wolford Mountain Reservoir <br />will be unchanged from what the flow of that river would otherwise <br />have been in the absence of the substitution. Since there will be <br />no diminution in the amount of water lawfully available for <br />diversion by any water right on the Colorado River below Kremmling <br />as a result of the implementation of the substitution procedure, no <br />such water right will be adversely affected by the substitution <br />procedure. <br />19. The total dissolved solids ("TDS") of the water to be <br />released from Wolford Mountain Reservoir for the substitution is <br />expected to be greater than the TDS oi the portion of the water <br />which would have been released from Green Mountain Reservoir in the <br />abser.ce of the substitution. Certain oi the Opposers have raised <br />issues regarding the source of the substitution water during the <br />14
